TITLE: REAL ESTATE TAX CLERK TRAINEE
DEPARTMENT: ASSESSMENT
LOCATION: SUSQUEHANNA COUNTY ASSESSMENT OFFICE
REPORTS TO: DIRECTOR OF ASSESSMENT
SUPERVISES: NONE
POSITION STATUS: UNION, FULL-TIME
GENERAL: This is a technical job. Under the administrative and operational direction of the Susquehanna County Director of Assessment, will be responsible for maintaining the database of properties for tax purposes, the Occupation and Per Capita tax rolls, and also any technical duties associated with the clerical functions and responsibilities of the Susquehanna County Assessment Department. This position will provide clerical and administrative support to assist the Susquehanna County Assessment Department in a variety of tasks. Work is performed independently within established procedures, laws and regulations under the direction and review of the Director of Assessment.
Minimum Requirements:
Education equivalent to the completion of twelfth grade.
Be a resident of the Commonwealth of PA for at least 6 months.
Ability to complete an approved course of study covering assessment and appraisal procedures.
Experience in office procedures and computer operation including word processing and Excel.
Excellent interpersonal skills and the ability to multi-task in a fast-paced environment will be required. The maintenance and proper handling of files and information is critical.
Ability to prioritize work effectively.
Work Hours Required/Availability:
This position is 40 hours per week.
Required Knowledge and Skills:
Ability to read and understand recorded deeds, leases, easements, and other documents related to
real estate transactions
Ability to locate properties on Assessment Office maps
Ability to produce consistent and accurate work
Ability to communicate and express communication effectively, both orally and in writing
Ability to complete accurate data entry tasks in specialized tax assessment software.
Ability to work independently and meet deadlines
Ability to prepare customized reports.
Ability to use MS Word, Excel, and other commonly used office software.
Principal Duties and Responsibilities:
Perform tasks as assigned in the Assessment Department which can include:
Update computer records for property transfers, subdivisions, combinations, etc. as recorded in deeds to include changes of ownership, address, acreage, and other information required for the
Preparation of tax bills for Susquehanna County, all Municipalities, and all School Districts.
Update computer records according to changes requiring additions and exonerations from the Chief Assessor, County Assessors, Municipalities, Tax Collectors, or taxpayer information, etc.

Maintain the Occupation/Per Capita records for the preparation of the tax bills for all Municipalities and School Districts. Prepare and mail Exonerations and Additions when needed due to changes in the records. Prepare end of year reports for Occupation and Per Capita.
Prepare customized reports and/or lists of property owners on paper, or mailing labels from the Real Estate records.
Review incoming Homestead/Farmstead applications; updating the Occupation and Per Capita database as need is determined on the application.
Provide information requested by the public by accessing records for proper data, print maps and
property record cards.
Set up pre-paid accounts for public.
Prepare materials used for distribution to Municipal Tax Collectors for tax billing.
Prepare and print monthly and year end reports.
Schedule Assessment Appeal hearings.
Prepare and distribute Appeal materials.
Attend Appeal hearings to take minutes.
Prepare and maintain Appeal minutes for Commissioner approval.
Prepare and mail Appeal decision orders.
Assist Field Appraisers with field work as needed.
General Office Duties:
Answer phones and emails in order to assist with assessment questions from the public.
Scan, copy and mail transfer sheets to Tax Collectors.
Update Tax Collector and Municipal Secretary lists as changes occur.
Maintain current real estate millage sheets.
Faxing and filing.
Other duties as assigned by the Chief Assessor.
Special Requirements:
The applicant must have passed the Susquehanna County Background Check with no record of criminal convictions.
The applicant must meet and comply with Susquehanna County’s Employment Policies.
Parts of the position functions involve the handling of confidential data, the disclosure of which is protected by law.
The employee must be able to complete the requirements necessary to obtain certification by the Commonwealth of Pennsylvania as a Certified Pennsylvania Evaluator. Certification must be obtained within a period of the first two years of employment.
- Knowledge of materials and methods of construction used in residential and commercial properties
- Knowledge of laws affecting property assessment
- Ability to make accurate, detailed observations of building and properties and prepare complete reports
Physical Requirements:
The applicant must be able to perform the duties and responsibilities of the position in a normal office environment.
